On March 14, 2012, the Emirates Center for Strategic Studies and Research (ECSSR) celebrated the 18th anniversary of its founding. The ECSSR has earned an eminent place among regional and global think-tanks and research centers. It has consolidated its cultural and scientific status both among the political and intellectual elite in the region and the world, through its unwavering commitment to the scientific process, and by conducting a large number of programs and research projects.

On this occasion, His Excellency Dr. Jamal Sanad Al-Suwaidi, the Director-General of the ECSSR, made a solemn pledge to the President, His Highness Sheikh Khalifa bin Zayed Al Nahyan; His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the UAE and Ruler of Dubai, Their Highnesses Members of the Supreme Council and Rulers of the Emirates and His Highness General Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the UAE Armed Forces and the President of the ECSSR not only to sustain but redouble efforts of the Center to fulfill its goals and objectives in keeping with the aspirations of the leadership so that the country attains the highest level of progress and prosperity.

In recognition of its services to the UAE society, the ECSSR has been receiving many awards over the years. The most recent among these was the honor conferred by His Highness General Sheikh Mohammed bin Zayed Al Nahyan to His Excellency Dr. Jamal Sanad Al-Suwaidi over winning the Abu Dhabi 2011 Award.

Since its establishment in 1994 to February 2012, the Center published 800 titles, including original and translated books, Strategic Studies, Emirates Occasional Papers, International Studies and Lecture Emirates Series. The Media Department publishes several periodicals and magazines on a regular basis, such as the Akhbar Al-Sa'ah daily, Al Alam Al-Yaum daily, Afaq Al-Mustaqbal periodical magazine. The media department also issues non-periodical reports and special studies that cover political and strategic issues of special concern for UAE’s decisionmakers.

Till February 2012, the ECSSR had signed 65 cooperation agreements with various research institutions and prominent think-tanks in the world. These agreements aim to foster cooperation through exchange of visits by researchers, in addition to cooperation in the field of publications, including marketing and translation. Moreover, the agreements include holding of joint events—including organization of symposia, conferences and seminars, as well as carrying out research projects related to political, security and economic issues of mutual interests.

To date, the specialized Opinion Poll section of the ECSSR has conducted over 177 polls in cooperation with many government authorities and institutions. These polls assess trends in public opinion on various social, economic, cultural and political issues, at local and regional levels, and also provide analysis of the results along with recommendations based on the findings. These reports have gained in respectability and acceptance of the concerned parties due to their accuracy in all phases of the polls. Most of these polls focus on gauging satisfaction toward public services, on keeping abreast of public perception and views on important topical issues, and on measuring level of employee satisfaction in government institutions.

In 2010, HE Dr. Jamal Sanad Al-Suwaidi inaugurated the electronic unit of opinion polls. The purpose of this unit is to avail the benefits of modern technology in the study of opinion polls and field surveys through automated systems for data collection and analyses.

Since its establishment, the ECSSR has been keen on developing skills of the national cadres in the various scientific research fields. In order to achieve this goal, the Center has established a modern training center in order to prepare a generation of local researchers and refine their skills in the various fields of knowledge. Highly qualified staff has been recruited for this purpose and they are now carrying out their duties after having undergone training in the most modern programs.

The ECSSR offers six basic training programs. First, the program of “Post Graduate Diploma in Scientific Research Methodology” provides training on the steps needed for the preparation of scientific researches in political, economic, social and military subjects. Second, the program of ‘Employee Performance Development’ provides training in developing practical skills needed by employees for conducting their daily tasks. The program also aims to enhance the employees’ managerial and leadership capabilities and in this context, the program was revamped in 2010. Third, the program of ‘Certificate in Diplomatic Studies’ aims to develop awareness of trainees in practices and methods used in modern diplomacy, and to raise an active and capable young UAE cadre that is capable of representing the nation. Fourth, the program of “Specialized Training Courses” aims to meet the training needs of the technical and management national staff. Fifth, the program of ‘In- House Specialized Training’ is designed for meeting the basic training needs of the Center’s employees. Sixth, the program of ‘Outsourced Specialized Training’ runs courses in collaboration with foreign training institutes on leadership, management, direction, guidance, media, public relations, libraries and development of personal skills.

The ECSSR owns the largest specialized library on political, military, social and economic sciences in the UAE. The library collects materials pertinent to the UAE and the Arabian Gulf region in particular and the Arab region and world in general. The library includes many books, and scientific references, encyclopedias, periodicals and a set of documents and official reports, maps and electronic databases. All of these cover the areas of the Center’s specialty, in both Arabic and English.

Since its establishment, the ECSSR has organized 46 large-scale conferences. The Center will hold its 17th Annual Conference entitled: ‘Water and Food Security in the Arabian Gulf’ on March 26-27, 2012, under the generous patronage of His Highness General Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces.

The ECSSR has also organized about 30 symposia, the most recent being: “Islamic Finance and Contemporary Economics” in January 2012. To mark the 40th Anniversary of the UAE Federation, the ECSSR held a symposium entitled: “The 40th Anniversary of the Establishment of the UAE Federation’ in November, 2011. A total of 270 lectures have been delivered at the ECSSR since its establishment, the most recent being “Prospects for Muslim-Christian Dialogue” in March 2012.

The ECSSR website is an important medium that provides constructive interaction between the Center and its visitors. The website also provides details of various activities of the Center. For its excellence, The ECSSR website has received awards in the "government organizations" category.

On March 14, 2011, the Emirates Center for Strategic Studies and Research (ECSSR) celebrated the 17th anniversary of its founding. The ECSSR has earned an eminent place among regional and global think-tanks and research centers. It has consolidated its cultural and scientific status both among the political and intellectual elite and in the Gulf community, through its unflinching commitment to the scientific method, and by conducting a large number of programs and research projects.

Since its inception in 1994, the ECSSR has been offering creative and innovative ideas and recommendations to address internal and external challenges, and has worked toward revitalizing the society and bringing about a comprehensive renaissance, which was initiated by the Late Sheikh Zayed bin Sultan Al Nahyan (may God rest his soul in peace) and is being completed by the efforts of the President, His Highness Sheikh Khalifa bin Zayed Al Nahyan, (may God protect him).

Under the active patronage and directives of His Highness Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the Armed Forces, and President of The Emirates Center for Strategic Studies and Research, the Centre has become an independent institution that specializes in empirical research and studies related to issues of future social, economic, political and strategic importance to the UAE.

Over the last 17 years, the Center has had many achievements to its credits in a variety of fields, such as:
  1. Publications: Since its inception in 1994 until February 2011, the Center had published 747 titles, including 148 original books and 43 translated books. Moreover, the ECSSR comes out with several publication series, under titles like Strategic Studies (160 issues to date), Emirates Occasional Papers (77 issues to date), International Studies (93 issues to date), Lecture Emirates Series (140 issues in Arabic to date and 86 issues in English to date).
     
  2. Periodicals and Magazine: The Media Department publishes several periodicals and magazines on a regular basis, such as Akhbar Al-Sa'ah daily (4,540 issues till date), Al Alam Al-Yaum daily (4,390 issues till date), Afaq Al-Mustaqbal bi-monthly magazine (which began in September 2009 and until February 2011 published nine issues).
     
  3. Conferences: The ECSSR organizes three main conferences annually. First, it organizes the Annual Conference focusing on political, economic, military and security issues. Till date the Center has organized 15 Annual Conferences and its 16th Annual Conference will be held from March 21-23, 2011. Second, the Center organizes the Annual Energy Conference. Till date the Center has organized 16 of these conferences, with the last being held in November 2010. Furthermore, ECSSR has launched its 1st Annual Education Conference, Education in the UAE entitled: "Current Status and Future Development," in October 2010.
     
  4. Other Activities: Until 2010, the ECSSR had organized 12 specialized conferences, 25 symposia, 40 workshops, and 256 lectures. It had taken part in 51 book fairs from August 2002 to March 2011. The ECSSR has signed over 50 Scientific Cooperation Agreements with a number of local, regional and international research institutions and centers. Through these agreements, the Center looks forward to implementing future accords in: exchanging scientific publications, their marketing and translation; exchange of visits between researchers; organizing shared activities, conferences and workshops; and conducting research projects that concern both parties.
     
  5. Visits: Until November 2010, a total of 751 dignitaries had visited the ECSSR, including political, diplomatic, military and intellectual luminaries.
     
  6. Opinion Polls: The Opinion Poll Section in the Information Department has till date conducted over 130 opinion polls, in cooperation with many official authorities.
     
  7. ECSSR Website: The ECSSR website has received two awards in the government organizations category of the Sheikh Hamdan bin Rashid Al Maktoum's Competition for the Best UAE Websites of 2006, Member of Pan Arab Web Awards. The Website disseminates information about the activities of the Center to the whole world and has a global readership, with over 9 million hits to its credit. A New and Enhanced Version of the Website was launched in 2010, which employs the most advanced state-of-the-art technology.

On March 14, 2010, the Emirates Center for Strategic Studies and Research (ECSSR) celebrated the 16th anniversary of its founding. In the last 16 years, the Center has emerged as one of the most dynamic institutions in the UAE, which keeps a close tab on what is going on around the world and formulates the right policies. The ECSSR was established as an independent research institution on the 14th of March 1994 through a decision taken by the President His Highness Sheikh Khalifa bin Zayed Al Nahyan, who was then the Crown Prince of Abu Dhabi and the Supreme Commander of the UAE Armed Forces. Under the directions of the ECSSR President, His Highness General Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, the Center promotes educational excellence in the UAE and the Gulf region. The mission of the Center is threefold – to conduct research on issues of national security, economy and social well-being of the UAE and the Gulf region. It provides community services through a number of scientific activities and professional training to UAE nationals. The Center also extends support to the government’s decision-making process by preparing reports on best policy scenario mix and providing research inputs to decisionmakers.

Emirates Post Issues ECSSR Commemorative Stamps

A press conference over the issuance of commemorative stamps by Emirates Post on the 15th anniversary of the establishment of the ECSSR, was held on Wednesday, 15th of April, 2009. Expressing his pleasure on this recognition, His Excellency Dr. Suwaidi had earlier stated: "We greatly appreciate this step by Emirates Post, especially as the stamps commemorate a significant stage in the history of the Centre, which ranks highly among research centers and institutions, both regionally and internationally."
 

The stamps have been issued in four denominations—of Dh1, Dh 2 and Dh4 and 150 fils—and are available at all post offices in the UAE. Moreover, a souvenir sheet is available at main post offices, which includes Abu Dhabi Central Post Office, Karama Central Post Office and Deira Main Post Office in Dubai.

For his part, the CEO of Emirates Post Ebrahim Bin Karam, stated: "Emirates Post has a strong commitment to highlighting the role played by national establishments. The issuing of these stamps confirms our continuing interest in these progressive and forward-looking national organizations that employ state-of-the-art tools and support programs that groom national researchers."

Gearing up to mark its 15th anniversary on March 14, the Emirates Center for Strategic Studies and Research (ECSSR) stands today as one of the leading think-tanks in the region. Through its diverse services, the ECSSR has evolved as one of the key drivers for enriching the cultural, educational, social and economic life in the UAE.

Propelled by the UAE's wise leadership in an effort to consolidate pillars of a modern state based on institutions that keep abreast with scientific and research developments, the Emirates Center for Strategic Studies and Research (ECSSR) was established on March 14, 1994. The Center was established through a decision taken by the President, His Highness Sheikh Khalifa bin Zayed Al Nahyan, when he was Crown Prince of Abu Dhabi.

Under the directions of the ECSSR President, His Highness General Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, the ECSSR has become an independent center for scientific research and studies on social, economic and political issues of interest primarily to the United Arab Emirates and the Gulf region, as well as to the Arab world in general.

In June 2005, the ECSSR moved to its new state-of-the-art building. Its design and facilities are meant to meet the needs of the Center and to promote its pioneering role in academia, research, and UAE societal demands. Since its inception, the Center has attracted attention as a committed and growth-oriented academic institution. This attractive venue has played host to a multitude of eminent dignitaries visiting the UAE, such as political leaders, thinkers, administrative officials, scholars, professors and researchers.

There are many worthy explanations for the local, regional, and international successes of the Emirates Center for Strategic Studies and Research. This achievement is due in large part to the unbridled support it receives, the autonomy it enjoys, and the financial capabilities, openness, and modernity that characterize the UAE as a whole.

Other elements also actively promote the ECSSR's prosperity. At the heart of the Center's mission is its adoption of a strategic and rational approach in addressing today's and tomorrow's pivotal and pressing issues. It also places a premium on rigorous discipline in the triumph of academic and scientific enterprise.

In addition, the ECSSR's core research group involves a cadre of well-educated nationals that derive a qualitative benefit from a specially designed program. The dedication and a sense of duty that characterize these young professionals is remarkable. In their development, they have cultivated a sense of initiative and courage that will undoubtedly light the path to an even greater future.

Established in 1994 and enjoying perpetual growth and accomplishment ever since, the Center's strategic plan continues to encompass projects and activities considerably beyond what currently exists. Its influence and impact have, however, already caught the attention of many, notably due to its enduring and deep-rooted contributions to the country's development.

The ECSSR prioritizes its outlook towards the future and has, on innumerable occasions, proven that adopting an open scientific approach and depending upon reliable sources and analyses will guarantee success.

The mission of the Emirates Center for Strategic Studies and Research is threefold:

  • To conduct studies and research on topics relevant to the national security and economic and social well-being of the United Arab Emirates and the Gulf region.
  • To facilitate the scholarly exchange of ideas and provide community services through the convening of symposia and conferences on topics related to the research agenda of the Center.
  • To actively assist and promote the professional development of UAE nationals through training programs.
  • The main task of the Center's researchers is preparation of political, economic, social, informational, military, and strategic studies research. To this end, all the Center's resources and equipment are made available to researchers. Producing profound analytical studies distinguishes research activity at ECSSR, which strives to extend the scope of its activities to include cooperation with other research and studies centers.

The Center seeks, through its research activities, to achieve the following:

  • Collecting information and data and placing them at the disposal of researchers and decision-makers.
  • Studying, through methodological means, contemporary issues and determining their implications for the United Arab Emirates, the Arab Gulf region, and the Middle East.
  • Studying international economic issues that affect the UAE and the Arab Gulf Region, namely: oil, international trade, economic blocs, domestic issues related to economic policies, labor market organization, population structure, and development of national human resources and increasing their contribution to the labor market.
  • Monitoring and studying the latest political, economic, social, informational, and military issues and developments which might have implications on the local, regional, and international levels for the policies and interests of the UAE and the increasingly strategic Arab Gulf region. This step is followed by drawing the necessary conclusions, making scientific projections, and determining future implications. Such work is in addition to making a list including issues of interest to the UAE on the local, regional, and international levels, arranging them in order of priority, and then forming teams of researchers to investigate them and draw the relevant conclusions.
  • Conducting futuristic studies based on factual data in order to choose the best policy alternatives in dealing with events before their occurrence and avoid taking decisions under the pressure of events.
  • Preparing memoranda and studies which serve as digests for competent bodies such as governmental departments and institutions, research centers, and universities.

The goals and activities related to community service may be summarized as follows:

  • Enhancing social and cultural awareness through publishing books and studies and issuing academic journals, while concurrently enriching Arab libraries with outstanding academic books, periodicals and refereed monographs in various political, economic, social and strategic fields.
  • Encouraging and developing research, authorship and translation-primarily of studies dealing with various topics of concern to the United Arab Emirates, the Arab Gulf and the Arab world in general.
  • Holding conferences, symposia, workshops and lectures on strategic issues that affect the UAE community. These meetings have three objectives: strengthening cooperative links with other academic institutions, promoting exchanges between lecturers and specialists, and participating in conferences organized in the UAE and beyond.

Since its establishment, the ECSSR has focused the utmost attention on developing the skills of national labor groups in research studies. To prepare and train them, the Center has established a special Training Section, recruiting skilled instructors in various fields and providing state-of-the-art facilities for its trainees.

The main objective of the Training Department is to develop and improve the skills of UAE nationals in studies and research.

In order to achieve this aim, the Department performs the following tasks:

  • Provides opportunities for national researchers and employees to acquire new skills, information, and expertise.
  • Develops job skills for national researchers and employees.
  • Refines the capabilities and skills of national researchers and employees.
  • Increases cultural and information levels of national researchers and employees.

Since its creation, the UAE premier think-tank convened 14th topical conferences the last of which was the ''Human Resources and Development in the Arabian Gulf'' in February 2009. Fourteen energy conferences were also organised, the last one was in November 2008 and dealt with the Nuclear Energy in the Gulf.

Eleven specialised conferences took place with the January's 2008 ''Arabic Language and Education: A Futuristic Perspective for Development'' being the last of such series.

Up to 2008, the ECSSR organised 25 symposia, 39 workshops, and 301 lectures. It took part in 36 book fairs from August 2002 to March 2009 and 16 conferences and exhibitions from March 2000 to February 2009.

ECSSR has signed over 50 Scientific Cooperation Agreements with a number of local, regional and international research institutions and centers. Through these agreements, the Center looks forward to implementing future accords in: exchanging scientific publications, their marketing, and translation; exchanging visits between researchers; organizing shared activities, conferences and workshops; and conducting research projects that concern both parties.

Locally, the ECSSR is keen to develop active cooperation with the UAE University and Zayed University and their departments such as the College of Business and Economics and the College of Humanities and Social Science.

The Center also cooperates with ministries such as the Ministry of Foreign Affairs and the Ministry of Culture and with other public and private institutions in the country such as Juma Al-Majid Heritage and Culture Centre in Dubai and Paris-Sorbonne University Abu Dhabi, in Abu Dhabi. ECSSR seeks to develop mutual ties with these institutions and bodies in the following spheres:

  • Conducting joint research projects.
  • Offering consultation and exchanging expertise and personnel.
  • Exchanging printed material and specialized periodicals.
  • Coordinating with the above-mentioned bodies with the aim of hosting their delegates at conferences, workshops, lectures and seminars.

Regionally, ECSSR is interested in developing ties with universities, institutes, scientific colleges, regional research centers and organizations that share the Center's fields of interest.

Regional and Arab cooperation covers these areas: Exchanging expertise, visits, printed material and information; Reciprocal benefit from conducting joint research projects; and Conferences, lectures, symposia, seminars and training programs organized through the Center or counterpart institutions.

Accordingly, the Center cooperates with the scores of prominent institutions including Arab Research Center, Kuwait, Arab Thought Forum, Amman, Arab Women Organization (AWO), Cairo, Bahrain Institute for Political Development, Manama, Egypt State Information Service, Cairo, Friedrich-Ebert-Stiftung-Yemen Office, a German foundation located in Sanaa, International Studies Association, Tunis, Jordan Institute of Diplomacy, Amman, King Faisal Center for Research and Islamic Studies, Riyadh, Lebanese American University, Beirut, Orient Center for International Studies, Damascus, and Qatar Center for Futuristic Studies, Doha.

Internationally, the ECSSR maintains close ties with leading international scientific institutions and organizations in: Exchange of expertise, publications, consultation and academic visits, mutual coordination with a view to organize conferences, lectures, symposia, specialized seminars and specialized training courses that ECSSR holds throughout the year.

It is cooperating with many institutions the likes of Academy of National Economy Under the Government of Russian Federation, Moscow, Center for Energy, Petroleum, '&' Mineral Law and Policy (CEPMLP), Dundee, Scotland, China Institutes of Contemporary International Relations, Bejing, Deutsches Orient-Institut, Hamburg, Indian Council of World Affairs, New Delhi, Institute of Political Studies, Paris, Institute of Strategic Studies, Islamabad, Middle East Institute, Washington, and Turkish Foreign Policy Institute, Ankara.

Through its noteworthy activities, ECSSR has earned considerable scientific accolades with local, Arab, and international prestige, thereby qualifying it to receive numerous honorary prizes and certificates. The most important of them are as follows: The Emirates Center for Strategic Studies and Research was honored at the second conference of the Arab Giving Forum for its activities in the field of community service, which was held in Abu Dhabi in January 2009.

The UAE President, His Highness Sheikh Khalifa bin Zayed Al Nahyan, presented the Emirates Appreciation Award for Science, Arts, and Literature in its Third Round for 2008 to His Excellency Dr. Jamal Sanad Al-Suwaidi, Director General of the Emirates Center for Strategic Studies.

His Highness Sheikh Hamdan bin Zayed Al Nahyan, Deputy Prime Minister, presented to His Excellency Dr. Jamal Sanad Al-Suwaidi, Director General of the Emirates Center for Strategic Studies and Research (ECSSR), the Sheikh Zayed Book Award 2008 for Publishing and Distribution. The ECSSR has been conferred this award in appreciation for its significant and continuous efforts in disseminating knowledge and for publishing studies and books in Arabic and English that meet the highest international standards, both in form and content.

The ECSSR website has received two awards in the government organizations category of the Sheikh Hamdan bin Rashid Al Maktoum's Competition for the Best UAE Websites of 2006, Member of Pan Arab Web Awards.

14th Anniversary

On March 14, 2008, the ECSSR celebrated the 14th anniversary of its foundation. The ceremony was held in the presence of Arab and international officials and under the patronage of His Highness Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the Armed Forces and Chairman of the Centre.

12th Anniversary

The Emirates Center for Strategic Studies & Research (ECSSR) celebrated its 12th anniversary at its new location, in the presence of Dr. Jamal Sanad Al-Suwaidi, Director General of the Center. During the celebration, the ECSSR Deputy Director General for Community Services said the Center was established in March 1994, under the patronage and constant support of His Highness General Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the UAE Armed Forces and President of the ECSSR. In record time, she said, the Center has become an outstanding institute, not only at the local level, but also at the regional and international levels.
